Scope & Content Roger Whittaker was a trained surgical technician in the US Navy. After being discharged, he went to work as a civilian surgical technician with Dr. George Stevenson as his First Assistant. This use of a non-physician as a First Assist led to the court case Shasta County vs Whittaker (1966), which became a landmark case in it set the groundwork for non-physicians (PAs, NPs) to extend health care services. After the case, Whittaker went on to graduate Duke University as a PA in 1969. Later, he became AAPA president in 1976 and 1977.
